Abstract:CBR warning list, cbr unauthorized entity
The CBR releases the list of entities with various activities in the financial market.
On March 27, 2025, the Central Bank of Russia (CBR), which was established on July 13, 1990, and serves as the main regulatory body of the Russian banking industry, released the list of entities that engaged in illegal activities in March.
These activities cover a wide range. They include operating financial pyramids, acting as illegal creditors, and being unlicensed professional participants in the securities market, including illegal foreign exchange dealers. In the Russian Federation, for a market participant to obtain legal authorization to provide most financial services, it must hold a license from the Central Bank of Russia or be registered in the regulator's register. If an entity is not on this list, it is very likely operating illegally, and consumers may be at risk of being deceived.
Releasing this list is a proactive measure to safeguard the interests of consumers. By making this information public, the Central Bank of Russia can promptly warn people of the risks associated with dealing with these entities. To further combat illegal financial activities, the Central Bank of Russia has taken additional measures. It endeavors to block the websites of these illegal entities to prevent them from reaching potential victims.
